Dillard Receives Overwhelming Support Throughout District
"In the 2012 General Election, I proudly led the entire Illinois Republican State Senate with the largest winning percentage among all contested races, even though over 60% of my 24th Senate District was new because of redistricting. My Senate election victory was also by the largest margin, 66% to 34%, of all DuPage County Republican candidates with a Democratic opponent. Importantly, victory in the Cook County precincts contained in my Senate district was by a whopping margin of 75% to 25%.
I want to thank all of you who supported me during my race for State Senate. It was gratifying to have so many people support my election, since due to redistricting much of my District was new territory. Social Network Information
Illinois is leading the way in protecting employees and job applicants’ right to keep their personal social media accounts private. On August 1 Illinois became the second state to pass a law, sponsored by State Sen. Kirk Dillard (R-Hinsdale) to prohibit employers from requesting or requiring workers to hand over their personal social networking account information.
Gov. Pat Quinn signed House Bill 3782 at the Illinois Institute of Technology in Chicago, approving legislation that prevents employers from requesting social account information, including passwords, in order to screen potential job candidates or reprimand current employees based on information from their social media accounts.
Dillard pointed out employers are not allowed to ask employees or job applicants about age, sex, race, or sexual orientation—all information that could be easily gleaned from a social networking site.
"When this new law takes effect on January 1, 2013, it will not only benefit employees, but will protect employers from unanticipated legal consequences," said Dillard.
The new law does not impact an employers’ ability to monitor use of social media during office hours, or when using company resources. As a result, employers will be able to control and enforce the company’s Internet policies, protecting the company from potential litigation sparked by an employee’s unauthorized actions or statements
Dillard Law Provides Protection for Illinois Seniors
A measure sponsored by State Sen. Kirk Dillard (R-Hinsdale) will increase protection for Illinois Seniors.
“As someone whose family is currently dealing with issues that arise when you have aging parents and grandparents, I am keenly aware that many Illinois seniors and their families have questions and concerns about personal safety, health care, and protection of their financial assets,” said Dillard.
Dillard sponsored Senate Bill 3204/PA 97-0868, which seeks to eliminate problems that often confront financial institutions, trust officers and legal representatives who are working with multiple powers of attorney. The Senator explained that similar legislation was proposed last year, but was vetoed by the Governor because it lacked necessary protections for the elderly. Dillard’s legislation addresses those concerns by specifying that certain financial agreements and contracts do not have an impact on a person’s primary power of attorney.
Century-old General Assembly Scholarship
Program comes to an end
After years of seeking to eliminate Illinois’ often criticized legislative scholarship program, State Sen. Kirk Dillard (R-Hinsdale) is pleased to report on July 11 Gov. Pat Quinn signed legislation abolishing the 100-year-old program.
The new law will not only prohibit legislative scholarships from be awarded after Sept. 1, 2012, but will create a task force to examine the use of tuition and fee waivers at Illinois’ public universities. Sen. Dillard, who voluntarily stopped distributing the taxpayer-paid perk several years ago, said that the measure targets abuse and wasteful spending.
“As we seek to reinvent how Illinois state government operates, it’s clear that it was past time to let this program go,” said Dillard, who is co-sponsor of House Bill 3810 and a long-time advocate for abolishing the waivers. “
Dillard Law Promotes Hiring of Illinois Veterans
A law was recently signed lending support to two of State Sen. Kirk Dillard’s (R-Hinsdale) greatest priorities—supporting Illinois’ veterans and growing the state’s economy. Sen. Dillard sponsored Senate Bill 3241/PA 97-0767, which offers Illinois employers a tax incentive for hiring a qualified unemployed veteran.
"I enjoyed working Gov. Quinn to reduce the high rate of unemployment among returning service men and women, which is what this new law seeks to do,” said Dillard, who explained that often service men and women return home from active duty and find it difficult to find employment.
Dillard Law Safeguards Illinois’ Prepaid
College Savings Programs
Legislation sponsored by Sen. Dillard to institute additional safeguards of the state’s College Illinois prepaid college tuition program was signed into law on July 6.
Sen. Dillard commended the bill’s House sponsor, local Rep. Jim Durkin (R-Western Springs), who Dillard noted was the legislative leader and driving force behind the investigation into reports of mismanagement and questionable investments by College Illinois administrators.
As a result, HB 4116/PA 97-754 will require members of the Illinois Student Assistance Commission (ISAC) investment advisory panel to file annual written statements of economic interest with the Secretary of State.
“It’s vital that we safeguard the families who have invested money in these programs, to ensure that their children will be able to pursue the American dream of attending college.”
House Bill 4116 took effect immediately upon being signed into law by the Governor.
